In 2002, Poland allowed the CIA to set up a secret prison at a military base in Stare Kiejkuty, in the northeast part of the country, as part of the US intelligence agency's program of extraordinary rendition and torture. The European Court of Human Rights censured Poland for its cooperation with the CIA, citing the “torture and inhuman or degrading treatment” of inmates at the black site, where the range of coercive tactics included sleep deprivation, waterboarding, and sexual humiliation. In July of 2014, the Court ordered Poland to pay $262,000 to two inmates of the CIA prison, finding that the country's complicity in the program violated numerous articles of the European Convention on Human Rights.

In December of 2014, the US Senate Intelligence Committee released a report on the CIA's detention and interrogation program carried out at black sites around the world. The Committee's report found that the use of torture not only failed to provide information that saved lives or prevented terrorism, but that the agency had lied about its efficacy.
b To date, neither the CIA nor the officials responsible for the extreme program of rendition and torture have faced charges.
In a secretly recorded conversation from earlier in 2014, former foreign minister Radoslaw Sikorski described Poland's relationship with the US as “worthless” and “downright harmful, because it creates a false sense of security.”
